Business Enterprise Fund (BEF) is a not-for-profit community lender based in Bradford that lends to start-ups and small businesses, with its roots in the North of England. It offers its own Momentum Small Business Loan and delivers government-backed Start Up Loans. Smart Funding Solutions is an independent broker, so we can weigh a BEF loan against high street, specialist and other community lenders.

About Business Enterprise Fund

Business Enterprise Fund is the trading name of Business & Enterprise Finance Ltd, which is authorised and regulated by the Financial Conduct Authority (reference 726237). It is a not-for-profit community development finance institution, so repayments are reinvested in lending to more businesses. Lending decisions are made by its Loan Managers rather than by an automated score, and being declined by a bank does not rule a business out.

BEF works with commercial finance brokers and is a patron of the National Association of Commercial Finance Brokers. It reported 325 loans approved in the third quarter of 2026, totalling £7.54 million.

Where Business Enterprise Fund lends

BEF's home ground is three regions:

  • Yorkshire and the Humber, including West, South and North Yorkshire and the Humber towns such as Hull, Grimsby and Scunthorpe
  • The North East, including Tyne and Wear, County Durham, Northumberland and the Tees Valley
  • The North West, including Lancashire, Cheshire and Cumbria

For loans introduced by brokers, BEF's Momentum loan also considers businesses elsewhere in England, Wales and Northern Ireland, but not Scotland. Start Up Loans are available across the UK. Our pages on business loans in Yorkshire and regional business loans cover the wider local funding picture.

What Business Enterprise Fund funds

ProductWhat it is forSizeTerm
Momentum Small Business LoanWorking capital, growth, equipment and vehicles, refinancing existing borrowing, management buy-outs and buy-ins, acquisitions and share purchases£25,000 to £250,0003 to 5 years
Start Up LoanStarting or growing a young business, with 12 months of free mentoring£500 to £25,000 per founder1 to 5 years

The Momentum loan is for businesses that have been trading for at least a year. It is backed by the government's Growth Guarantee Scheme. BEF puts particular weight on refinancing: it uses the loan to replace expensive short-term borrowing with one longer loan and a lower monthly repayment. There is a 4.5% arrangement fee, which can be taken from the loan, and for broker-introduced loans no early settlement charge. The rate is variable, set at 14% over the Bank of England base rate. It doesn't fund tax bills or property purchases. Funds are typically available within one to two weeks.

Start Up Loans are part of the government-backed programme run by the British Business Bank. They are personal loans for business use at a fixed 7.5% a year (7.8% APR), with no arrangement or early repayment fees, for people about to start trading and businesses trading for up to five years. Our guide to start up business loans compares the other options.

Who Business Enterprise Fund suits (and who it may not)

BEF is a good fit for:

  • A business carrying several short-term loans or advances that wants to bring them into one longer loan (see our guide to business debt consolidation loans)
  • An owner who has been turned down by a bank but has a sound business and can show the loan is affordable
  • A business trading for a year or more that needs working capital, equipment or funding for growth
  • A founder who needs a small Start Up Loan with mentoring
  • A management team buying into or buying out a business that a bank won't fund

It may not suit a business in Scotland, one that needs more than £250,000 or less than three years to repay, or one that needs money within days.

What Business Enterprise Fund looks at

  • A clear plan for how the loan will be used and a realistic ability to repay
  • A personal or business credit history it can review
  • The latest full year-end accounts, management accounts if those are more than six months old, and six months of bank statements
  • All applicants, including company directors, must be UK resident and on the electoral roll

Limited companies (including community interest companies), LLPs, partnerships and sole traders can apply; sole traders can borrow up to £50,000. For a company loan, BEF asks every director to give a personal guarantee covering the whole loan, and it may also take a debenture over the business. For a sole trader or an unregistered partnership the loan is a personal loan.

Pros and cons

Pros

  • Not-for-profit lender with human underwriting
  • Will refinance expensive short-term debt into one longer loan
  • Considers businesses declined by banks
  • Terms of three to five years
  • No early settlement charge on broker-introduced loans
  • Start Up Loans with free mentoring for young businesses

Cons

  • Momentum loans aren't available in Scotland
  • Maximum of £250,000
  • Variable rate (14% over base), so repayments move with the base rate
  • Directors give a personal guarantee for the full loan

Applying through a broker vs going direct

You can approach BEF directly through its Momentum Small Business Loan page. Going through a broker makes sense when you are not sure whether a community lender, a bank or a specialist lender would give you the best result, or when you are refinancing several existing debts and want the whole picture presented clearly.

We search the market across 300+ lenders, help you put your case together, and approach the lenders most likely to fund it. Smart Funding Solutions is an independent broker and is not part of Business Enterprise Fund, which is one of the lenders on our panel. It is free to enquire; any broker fee is disclosed separately before you proceed. Begin with our instant quotes tool to compare lenders in minutes.

Alternatives to Business Enterprise Fund

  • Finance For Enterprise: Doncaster community lender offering Growth Guarantee Scheme loans of £25,001 to £250,000 in the North and Midlands.
  • Finance Yorkshire: regional fund lending to Yorkshire businesses with commercial traction.
  • FW Capital: manages regional debt funds in the North, better suited to larger loans.

This guide is general information, not financial advice. Lenders set their own criteria, rates and terms, and all finance is subject to status.
